									<p>On December 12, 2025, the Tribal PFAS Working Group hosted a webinar titled &#8220;<em><strong>Trifluoroacetic Acid: A Planetary Boundary Threat</strong></em>” by Dr. Hans Peter H. Arp, Norwegian Geotechnical Institute and Norwegian University of Science and Technology. The webinar discussed trifluoroacetic acid (TFA), a small PFAS compound, and its increasing presence in the environment. 									<p>NASA has developed the Satellite-based Tool for Rapid Evaluation of Aquatic Environments (<a class="tcclk" href="https://www.earthdata.nasa.gov/data/tools/stream" target="_blank" rel="noopener">STREAM</a>) — an interactive web tool that enables high-resolution (20–30 meter) monitoring of water quality in inland lakes and coastal waters across the U.S. and selected other countries.</p><p>This two-part training led by NASA&#8217;s Applied Remote Sensing Training Program (<a class="tcclk" href="https://www.earthdata.nasa.gov/data/projects/arset" target="_blank" rel="noopener">ARSET</a>) introduces the STREAM web tool to visualize maps of water quality parameters over lakes and coastal areas and how to use STREAM application programming interface (API) to discover and download satellite images and water quality data for a selected water body. The training demonstrates how to assess changes in water quality in each lake using QGIS. The training also demonstrates the application of an MDN model to estimate water quality parameters from satellite images.</p><p>There are two session dates on February 10 and February 17, 2026. Part 1 will include an introduction and demonstration of STREAM. Part 2 will include an introduction to a machine learning model to estimate water quality parameters based on satellite observations. 									We recently held a two-day virtual gathering focused on ways to incorporate food, medicine, and tradition in brownfields work. We had terrific presentations by, and discussions with, staff from Fond du Lac Band of Ojibwe, Modoc Nation, and Saint Regis Mohawk as well as friends from Tribal TAB, Future Farms, and the TWAR Steering Committee. Attendees also broke out into small groups and had some terrific sharing and conversation about their current projects and their vision for the future. 									<p><b>EPA Releases a Tribal Water &amp; Natural Resources Conservation Guide</b><br />The EPA released a <a class="tcclk" href="https://www.epa.gov/nps/tribal-water-and-natural-resources-conservation-guide" target="_blank" rel="noopener"><b>Tribal Water &amp; Natural Resources Conservation Guide</b></a> for Tribal environmental program managers and staff. The guide includes a foreword provided by the National Tribal Water Council. This guide aims to provide resources to Tribal environmental programs about federal assistance opportunities that can support Tribally led efforts to protect and restore waters, protect air quality, protect wildlife and habitat, prepare for climate change and natural hazards, steward lands, and support and engage Tribal communities. This comprehensive resource guide includes:</p><ul><li>An introduction to federal assistance for new Tribal staff,</li><li>Quick reference tables highlighting Tribal-specific funding and technical assistance programs,</li><li>10+ Tribal case studies highlighting how Tribal programs have completed conservation projects with federal assistance.</li><li>Examples of federal planning frameworks and tools.</li></ul><p>The EPA also published a <a class="tcclk" href="https://www.epa.gov/nps/tribal-water-and-natural-resources-conservation-guide" target="_blank" rel="noopener"><b>federal funding program inventory</b></a> as a supplement to the guide, available as a downloadable Excel Workbook that contains basic information about 150+ federal funding programs that can support Tribal conservation work.</p><p><b>EPA’s Climate Change Considerations when Prioritizing, Developing, and Implementing TMDLs</b><br />The EPA released the document titled Climate Change Considerations When Prioritizing, Developing, and Implementing Total Maximum Daily Loads to support states, territories and Tribes as they work to protect and restore their waters. The document provides examples and a selection of approaches for incorporating climate change considerations into TMDL processes that can be used individually or in combination, depending on each TMDL’s circumstances.</p><p>This document does not impose any new requirements and does not constitute a prescriptive checklist, but identifies potential approaches for incorporating climate change considerations into TMDL prioritization, development and implementation that can be used individually or in combination, depending on each TMDL’s circumstances. While no Tribes have yet received Treatment in a Similar Manner as a State to administer the CWA 303(d) program, the information in the document may be of interest to Tribes that are considering, or may decide, to pursue TAS for CWA 303(d) and develop TMDLs for their waters, or to Tribes that are interested in state development of TMDLs. For more information, see EPA’s website for <a class="tcclk" href="https://www.epa.gov/tmdl" target="_blank" rel="noopener"><b>Section 303(d) Lists and TMDLs</b></a>.</p><p><b>EPA Releases New Science-Based Recommendations to Help More States, Tribes, and Territories Reduce Exposure to PFAS in Fish</b><br />On July 11, 2024, the EPA published updated recommendations for contaminants that Tribal, state, and territorial fish advisory programs should consider monitoring in locally caught fish to protect public health. The EPA’s latest recommendations consist of two lists of fish tissue contaminants, both of which include several per- and polyfluorinated substances (PFAS). The screening values are based on the latest scientific knowledge about the short-term (acute) toxicity of 6PPD-q and 6PPD to aquatic organisms, including sensitive species like coho salmon, in freshwaters of the U.S. For more information, please visit: <a class="tcclk" href="https://www.epa.gov/wqc/aquatic-life-criteria-and-methods-toxics#acute" target="_blank" rel="noopener"><b>https://www.epa.gov/wqc/aquatic-life-criteria-and-methods-toxics#acute</b></a></p><p><b>EPA Announced Final Water Quality Standards Regulatory Revisions to Protect Tribal Reserved Rights</b><br />The EPA is pleased to announce that registration for the June 2024 Virtual Water Quality Standards Academy is now OPEN. Registration is free and open to the public. Registration will close on May 22nd, or when capacity is reached.</p><p>On April 26, 2024, the EPA Administrator signed a final rule that revises the Water Quality Standards (WQS) regulation at 40 CFR Part 131 to explicitly address how the EPA and states must consider Tribal reserved rights. It is defined in this rule as rights to Clean Water Act-protected aquatic and/or aquatic-dependent resources reserved to Tribes through treaties, statutes, or executive orders in establishing WQS, where Tribes assert these rights for consideration. 									<p>An EPA-approved Quality Assurance Project Plan (QAPP) is required to implement EPA-funded work that involves acquisition of environmental data from direct measurement activities, collected from other sources, or compiled from computerized databases and information systems. Data gathering projects, including those that are self-funded, require a QAPP to ensure the project is designed and documented to provide legally-defensible data.</p><p>This course is for tribal professionals who are either writing a new QAPP or updating an existing QAPP.  An outline of a QAPP is provided with all 24 elements, page headers, and a table of contents. The course provides example documents and resources for the following pollutants:</p><ul><li>Ozone with a Continuous Method</li><li>PM2.5 with a Continuous Method</li><li>PM2.5 with a Filter Method</li><li>PM10 with a Continuous Method</li><li>Meteorological Monitoring</li><li>Radon</li></ul><p>If you are writing a QAPP for a pollutant not listed, the available information may still be helpful. Contact the instructors with questions.</p><p>NOTE: If your project is US EPA-funded, your regional office may have specific guidance. This course is for everyone and strictly adheres to US EPA and American National Standards Institute (ANSI) guidance, but does not take into account specific requirements from different EPA regions. 									<p><strong>Quality Assurance Fundamentals</strong> is an introduction to basic quality assurance / quality control (QA/QC) concepts (bias and precision, with control charts of flow rate QC checks), terminology, and a review of quality assurance project plan (QAPP) elements for environmental monitoring projects. Completion of this course signifies practical understanding of the QA elements of QAPP Level 4 projects, such as indoor air quality or wildlife surveys, or other basic community assessments. This course is equivalent to 1.2 CEUs and requires approximately 12 hours of total learning time.
