TAMS Professional Assistance Application

Application Instruction

The Institute for Tribal Environmental Professionals (ITEP) and the Tribal Air Monitoring Support (TAMS) Center will strive to provide technical assistance to eligible tribal air quality professionals who submit the enclosed request form.  If you have any questions about these instructions, the terms and conditions set forth by ITEP for Professional Assistance activities, please contact Christopher Lee at the information below.

The application and selection process is as follows:

  1. To apply for assistance, please complete and submit the attached application. Completed applications are accepted continually, however funding for training is limited, so applications are reviewed on a first-come, first-served basis.  It is also possible that funding or other limitations will result in denied applications.
  2. Successful candidates will be selected by ITEP based on the candidate’s training needs, available placement opportunities, and anticipated benefits to tribal air quality program capacity. Each successful candidate will be matched with an expert trainer from ITEP, the TAMS Center, or other appropriate entity (such as state or federal agency).  ITEP will work closely with candidates to arrange a substantive experience and training environment appropriate for the activity.
  3. The length of the training will be determined by negotiations between the trainer and the person requesting assistance, based on the needs expressed in the application, and feasibility of training length.
  4. Each participant must complete his/her training in accordance with ITEP’s Attendee Expectations, and submit the required written evaluation within 10 working days after the completion of the training.
  5. ITEP may be able award a stipend to be used to assist with lodging and subsistence costs in the event that travel is required. The participant’s regular employer is responsible for the participant’s salary during the training, plus any additional expenses incurred by the participant in excess of the ITEP stipend.  If the participant does not complete the training (including submission of the written report) for any reason, the participant and/or participant’s employer will be invoiced for any costs paid by ITEP in advance.
  6. Each participant must obtain authorization from his/her supervisor in order to participate in the program, including approval of training dates and costs. Each participant, or his/her employer, is responsible for insurance coverage during the training.
  7. At the completion of the training, each participant must submit a brief written report to ITEP evaluating the exchange/training experience.
  8. Depending on the nature of the request, additional training or other activities may be required prior to approval.

Rebecca Stevens

Coeur d’Alene Tribe – Idaho

Program Manager/Restoration Coordinator
Working with the Tribe since: 2005

Rebecca is the Program Manager for the Tribe’s Natural Resources Department-Hazardous Waste Management Program. She also serves the role as the Restoration Coordinator with the Restoration Partnership. Rebecca has been working on water quality related issues for over 19 years. She represents the Tribe in the Bunker Hill Mining and Metallurgical Complex Superfund Site working with EPA while implementing their remedy for the Basin. She is also the Tribe’s Restoration Coordinator for the Restoration Partnership for which all Natural Resource Damage Assessment (NRDA) claims have been settled and on the ground restoration work has been underway since 2019. Rebecca continues to work with other Tribes on NRDA issues while coordinating with the US DOI, USDA, and the State of Idaho.

Rebecca is a proud member of the Tribal Waste and Response Steering Committee where she also serves on the Tribal Superfund Work Group and Advisory Council. Rebecca enjoys x-country skiing in the winter, summertime water sports, Frisbee golf, and spending time with her friends, family, and blue heeler. Rebecca is very honored to work for the Coeur d’Alene Tribe and is proud to be a part of restoring natural resources in the Coeur d’Alene Basin.

The National Tribal Forum on Air Quality (NTFAQ) aims to support tribal programs by fostering information-sharing and networking opportunities that are focused on building tribal capacity in air quality management. The event’s agenda is driven by tribal input and priorities, with a focus on increasing tribal engagement in air quality initiatives that are relevant to tribal communities across the nation.
